If look closely on the web sites on this case you shall see for yourself that this is not a matter of Law. This case is described by the Philippines Court as "forum non-conveniens" which means that a Philippine court have no right to proceed on the case.

This case is reason enough to cut the diplomatic relations to the Philippines which would be the noblest of human endeavors. I hope this my message,  will be forwarded to  the Swedish foreign minister. If the Swedish foreign minister will ignore my request to him, to act, I consider his ignorance to be the highest degree of diplomatic failure. What we have experienced up-to-date is Legal stupidity and and religious insanity. A reciprocal agreement has to be signed between Sweden and the Philippines and between Australia and the Philippines. Without such important agreement the Hague convention is not even worth the paper it is written on.   
A valid warrant for arrest is still active at Interpol and the FBI arrest warrant can be activated.

The problem is that the Philippine's department for Interpol does not act.

All legal avenues has been investigated as you and the Swedish government very well are aware about - to an extremely high cost for the Swedish taxpayers - and the only and final way to act is through political diplomacy.
The foreign minister of Australia and the foreign minister of Sweden has a duty to communicate about this case and find a solution in convincing the Philippines government in signing up to "Reciprocal agreement".  This case have all the ingrediences to support a successful agreement of that kind - if the will and the courage is to be find within our government representatives.

Addendum:
The mother of my son has recently made two application for a new passport for Matu but the Australian Foreign Department have rejected the application as I am the lawful  sole custodian for my son - in the Australian Court as well as in the Swedish Court.

I also urge you to inform the passport authorities in Sweden through your foreign department to, not issue any travel document for my son without my approval.

Still, I recommend that you start to seek advice from your lawyers in Sweden and the Philippines respectively. An honorary Consul cannot arrange with your security.

Also, what is the situation regarding kidnapping (olaga frihetsberövande). Are there any warrant ofarrest issued or what is the status?

I goes without saying that I cannot say if there are any risks for you to visit the Philippines. I suggest that you ask your lawyers here and in Sweden for advice on how to proceed further and try to set up a meeting with your son.
